The Future of China Commercial Registration System: From the Perspective of the Legal Reform in Free Trade Zone and Free Trade Port

This study focuses on analyzing the reform of commercial registration system in Shanghai Pilot Free Trade Zone (FTZ) and Hainan Port (FTP) China, by adopting evaluation indicator Starting a business World Bank's Doing Business. By implementing new policies Negative List relative supporting like separation two licenses e-registration, reforms as to mode guiding philosophy regulations FTZ/FTP achieved positive spillover effect. However, there remain several problems, such fragmentation normative documents related, overlarge scope substantive examination registration, Chinese government needs further perfect means delimiting application market access upon commitment, optimizing Business, enhancing financial information enterprises, harmonizing legal regulatory authorities strengthening legislation applicant's accountability disciplinary mechanisms.
